They are getting paid by the hour, so if they screw off for 3 hours, that is non-productivity. First, from the employer's view, they are slacking as they are not working for hours they are getting paid for. This indeed is a problem in various ways. You would be amazed how many people think they can get away with breaking the rules. We are very careful not to target individuals but if someone does a search for 'naked ladies' (or worse) then our scripts will pick it up and we will look more closely at their activity.
